Согласно новым правилам актуализируются способы подачи заявления на выплату пособий гражданам, имеющих детей (приказ Минтруда России от 29 сентября 2020 года № 668н). Например, заявление и необходимые документы о назначении пособий могут быть направлены в организации, назначающие пособия, в виде электронных документов путем подписания электронной подписью с использованием электронных носителей через Интернет, при личном посещении организации (также представителем), через МФЦ или портал госуслуг, а также иным способом, позволяющим передать электронное заявление.
Если заявление подано лично в организацию, заявителю выдадут расписку о получении. В случае если заявление направлено почтой, извещение о дате получения должно быть направлено в 5-дневный срок с даты его получения (регистрации). В этот же срок заявление могут возвратить, если к нему не приложены все необходимые документы с указанием причины возврата способом, позволяющим подтвердить факт и дату возврата.
При подаче заявления о выплате пособий через портал госуслуг, оно будет зарегистрировано автоматически. Заявителю будет направлено электронное уведомление о получении заявления с указанием даты представления необходимых документов.

Если заявление с документами подано через МФЦ, сотрудник МФЦ выдаст заявителю расписку о приеме заявления с указанием номера и даты регистрации заявления. Если организация, назначающая пособия, установит недостатки (нехватку документов), в течение 5 дней с даты подачи заявления организация должна направить электронное уведомление в МФЦ об отказе в рассмотрении заявления с указанием причины отказа, разъяснения порядка обжалования принятого решения и возможности подачи заявления повторно. МФЦ должно проинформировать об этом заявителя.
Правила предусматривают, что представление заявления и документов приравнивается к согласию заявителя с обработкой его персональных данных.
Основные положения, регламентирующие порядок назначения и выплат, изменениям не подверглись. Приказ Минтруда России вступит в силу с 3 января 2021 года. Действовавший ранее порядок, установленный приказом Минздравсоцразвития России от 23 декабря 2009 г. № 1012н, с указанной даты утратит силу.
