В указе также сделан упор на обеспечение темпа роста ВВП страны выше среднемирового при сохранении макроэкономической стабильности, темпа устойчивого роста доходов населения и уровня пенсионного обеспечения не ниже инфляции. Инвестиции, экспорт несырьевых неэнергетических товаров должны обеспечить показатель роста не менее 70% в сравнении с 2020 годом. Планируется увеличить численность занятых в сфере МСП, в том числе ИП и самозанятых до 25 млн человек.
Цель «Цифровая трансформация» предполагает достижение «цифровой зрелости» и увеличение доли социально значимых услуг в электронном виде до 95%, рост доли домохозяйств с широкополосным доступом к Интернету до 97% и увеличение вложений в отечественные информационные технологии в четыре раза по сравнению с 2019 годом.
