Мэр Москвы Сергей Собянин выпустил новый указ, вносящий корректировки в принимаемые в настоящее время меры противодействия новой коронавирусной инфекции (указ Мэра Москвы от 10 ноября 2020 г. № 107-УМ). В связи с ростом числа заболевших вводятся дополнительные ограничения. Они будут действовать два месяца – с 13 ноября 2020 года до 15 января 2021 года.
Прежде всего на дистанционное обучение переводятся студенты городских вузов и колледжей. Федеральным и частным вузам и колледжам рекомендуется принять аналогичное решение. Тем школьникам и студентам, которые переведены на дистанционное обучение заблокируют транспортные карты, а им самим рекомендовано соблюдать домашний режим и свести к минимуму поездки по городу.
Вводятся ограничения и в работу организаций общепита и развлекательных организаций. Им запрещается обслуживать посетителей в ночное время – с 23.00 до 6.00. При этом сами организации могут продолжать работу – продавать товары на вынос и осуществлять курьерскую доставку готовых блюд можно будет круглосуточно.
Всем организациям, осуществляющим деятельность, связанную с обслуживанием граждан, рекомендуется использовать систему регистрации номеров телефонов (чек-ин) посетителей и работников.
Отдельный блок ограничений предусмотрен для развлекательных организаций. Так, театры, кинотеатры и концертные залы могут принимать зрителей не более 25% от общей вместимости зала. Проведение массовых физкультурных и спортивных мероприятий с участием зрителей разрешается только при условии согласования с Департаментом спорта города Москвы и Управлением Роспотребнадзора по городу Москве. В режим онлайн переходят учреждения культуры и иные организации – им запрещено проводить досуговые, развлекательные, зрелищные и аналогичные мероприятия с участием зрителей. Выставки, вернисажи, публичные лекции, тренинги, презентации, мастер-классы, рекламные акции и прочие мероприятия можно будет проводить только в Интернете. Однако, вышеуказанные ограничения не распространяются на официальные мероприятия, проводимые по решению органов исполнительной власти.

Также приостанавливается работа детских лагерей дневного пребывания, детских развлекательных центров, детских комнат в ТРЦ, детских уголков в заведениях общепита и аналогичных мест развлечения и присмотра за детьми. Ограничения касаются только тех мест, которые расположены в помещениях. Проводить развлекательные мероприятия для детей теперь можно будет только на открытом воздухе.
