Соответствующие поправки внесены в ст. 19.3 КоАП Федеральным законом от 24 февраля 2021 г. № 24-ФЗ. В частности, за неповиновение законному распоряжению или требованию сотрудника полиции, росгвардии, военнослужащего, сотрудника ФСБ, органов госохраны, органов по контролю в сфере миграции, либо органов уголовно-исполнительной системы, а также воспрепятствование исполнению ими служебных обязанностей (ч. 1– ч. 5 ст. 19.3 КоАП РФ) на граждан теперь могут быть назначены административный штраф от 2 до 4 тыс. руб., либо административный арест до 15 суток, или обязательные работы на срок от 40 до 120 часов. Напомним, ранее для граждан штраф за данные правонарушения составлял от 500 руб. до 1 тыс. руб., и обязательные работы не предусматривались.
Повторное совершение указанных правонарушений организатором или участником собрания, митинга, демонстрации, шествия или пикетирования в связи с проведением указанного мероприятия повлечет повышенную ответственность.

Кроме того, ст. 20.2 КоАП РФ дополнена нормами, устанавливающими административную ответственность за нарушение организатором публичного мероприятия установленного порядка сбора, возврата, перечисления в доход федерального бюджета или расходования средств на организацию публичного мероприятия, непредставление или несвоевременное представление отчета о расходовании средств. Административный штраф за указанные правонарушения составит для граждан от 10 тыс. до 20 тыс. руб., должностных лиц – в пределах от 20 тыс. до 40 тыс. руб., юрлиц – от 70 тыс. до 200 тыс. руб.
Помимо этого, за перечисление средств лицом, которое не вправе перечислять (передавать) денежные средства и (или) иное имущество в целях организации и проведения публичного мероприятия, штраф за данное правонарушение составит для граждан от 10 тыс. до 15 тыс. руб., должностных лиц – от 15 тыс. до 30 тыс. руб., юрлиц – от 50 тыс. до 100 тыс. руб.
