Согласно нормам налогового законодательства плательщики, не производящие выплаты и иные вознаграждения физлицам должны уплачивать страховые взносы на ОПС и ОМС в фиксированном размере (п. 1 ст. 430 Налогового кодекса). К ним относятся предприниматели, адвокаты, медиаторы, нотариусы, занимающиеся частной практикой, арбитражные управляющие, оценщики, патентные поверенные и иные лица, занимающиеся частной практикой (подп. 2 п. 1 ст. 419 НК РФ). Устанавливается он на каждый расчетный период отдельно.
В настоящее время в НК РФ прописаны размеры фиксированных взносов на 2018-2020 года. Законопроектом1 же предусмотрены суммы взносов на 2021-2024 года. Так, для самозанятых, получивших за расчетный период доход не более 300 тыс. руб. следующие размеры взносов на ОПС:
на 2021 год – 36 455 руб.;на 2022 год – 40 433 руб.;на 2023 год – 43 057 руб.;на 2024 год – 45 907 руб.
Если же величина дохода плательщика за расчетный период превысит 300 тыс. руб., то к вышеуказанному фиксированному взносу нужно будет прибавить 1% от суммы дохода плательщика. При этом итоговая сумма не должна превышать восьмикратный установленный фиксированный размер.
Также в законопроекте устанавливается и размер страховых взносов на ОМС:
на 2021 год – 8 763 руб.;на 2022 год – 9 114 руб.;на 2023 год – 9 479 руб.;на 2024 год – 9 858 руб.
Аналогичные показатели планируется применять и для расчета размера страховых взносов, уплачиваемых главами крестьянских (фермерских) хозяйств. Напомним, сумма взносов на ОПС и ОМС в целом по крестьянскому (фермерскому) хозяйству определяется как произведение фиксированного размера и количества всех членов хозяйства, включая его главу (п. 2 ст. 430 НК РФ).
