Президент РФ Владимир Путин подписал закон, которым меняется подход к формированию федеральных государственных образовательных стандартов профессионального образования (далее – ФГОС). Изменения вносятся Федеральным законом от 26 мая 2021 года № 144-ФЗ «О внесении изменений в Федеральный закон «Об образовании в Российской Федерации» (далее – Закон № 144-ФЗ).
Новая редакция Федеральный закон от 29 декабря 2012 года № 273-ФЗ «Об образовании в Российской Федерации» (далее – Закон № 273-ФЗ) вступит в силу с 1 сентября, за исключением отдельных положений, которые будут действовать с 1 сентября 2023 года.
Так, устанавливается, что ФГОС будут разрабатываться не только по профессиям, специальностям и направлениям подготовки, как это предусмотрено сейчас, а еще по их укрупненным группам и по областям, видам профессиональной деятельности (ч. 5 ст. 11 Закон № 273-ФЗ в новой редакции).
Таким образом, после вступления в силу изменений, учащийся сможет получить одновременно сразу несколько квалификаций по окончанию обучения за установленный учебный период в одном образовательном учреждении (ч. 8.1 ст. 12 Закона № 273-ФЗ в новой редакции). Аналогичный порядок распространится и на программы среднего профессионального образования (ч. 9 ст. 12 Закона № 273-ФЗ в новой редакции).
Изменениями установлен и срок актуализации новых профессиональных образовательных программ. Она должна быть завершена не позднее 1 сентября следующего года (п. 3 ст. 2 Закона № 144-ФЗ).
Закон № 144-ФЗ содержит и иные изменения. В частности, установлено, что учебники, по которым осуществляется образовательная деятельность по программам среднего профессионального образования на день вступления в силу новой редакции Закона № 273-ФЗ, могут приняться образовательными организациями только до 1 сентября 2025 года.
Также изменен уполномоченный орган, устанавливающий порядок применения дистанционных методов обучения. Теперь такая функция возлагается на Правительство РФ, а не на Минобрнауки России.
