В связи с ухудшением эпидемиологической обстановки сегодня на совещании у Владимира Путина вице-премьер Андрей Белоусов озвучил предложения по новым мерам поддержки бизнеса.
Так, для организаций и предпринимателей, занятых в наиболее пострадавших отраслях будут выделены единовременные гранты, аналогичные выплаченным в прошлом году. Их размер также составит 1 МРОТ на одного работника. Такая мера поддержки позволит покрыть до половины выпадающей выручки бизнеса в пострадавших отраслях.
Выплата буде назначаться в заявительном порядке, это значит, что организации и ИП должны самостоятельно направить заявление в ФНС России. Сделать это можно будет дистанционно в период с 1 ноября до 15 декабря 2021 года. Сами выплаты начнут перечисляться уже с 15 ноября и до 31 декабря 2021 года. С даты подачи заявки и до получения средств должно пройти не более восьми рабочих дней.

В число пострадавших отраслей входят гостиничный бизнес, общепит, организации допобразования, культуры, бытовых услуг, спортивные и физкультурно-оздоровительные предприятия и прочее (постановление Правительства РФ от 3 апреля 2020 г. № 434).
Вторая мера поддержки бизнеса – возобновление программы кредитной поддержки, также ранее действовавшей, но уже этой весной и летом. Предоставление кредитов под невысокий процент, но с большой рассрочкой позволит бизнесу покрыть нехватку дешевой ликвидности прежде всего для уплаты налогов, выплат по арендной плате, коммунальных платежей и т. д.
Предельный объем предоставляемого кредита будет равен 1 МРОТ на одного занятого и умноженный на 12 месяцев. При этом устанавливается льготный период в шесть месяцев в течение которого организации не придется осуществлять никаких выплат – ни процентов, ни выплаты самого кредита. В течение следующих 12 месяцев организация будет погашать кредит равными долями по ставке в размере 3% годовых.
Предоставление кредитов будет увязано с сохранением численности работников. Т. е. за время обслуживания этого кредита численность сотрудников не должна снижаться больше, чем на 10%. Такое условие должно быть записано в кредитный договор. При его нарушении компания автоматически выпадает из льготной кредитной программы и должно будет выплачивать кредит по полной рыночной ставке, которая будет составлять порядка 10% годовых.
