Законодательство о выборах и референдуме приведено в соответствие с Конституцией РФ (Федеральный закон от 5 апреля 2021 г. № 89-ФЗ «О внесении изменений в отдельные законодательные акты Российской Федерации»).
Установлено, в частности, что лицо, занимавшее должность главы страны два срока (либо занимающее президентский пост второй срок) не может быть избран на второй срок. Это относится также к лицам, которые занимали или занимают должность президента на момент вступления в силу соответствующих поправок в Конституцию РФ — но без учета сроков, в течение которых они находились на этом посту, когда поправки начали действовать (так называемое обнуление президентских сроков).
Есть и другие нововведения — о территориальном цензе для кандидатов в депутаты Госдумы, о введении должности сенатора Российской Федерации, об уточнении требований к президенту и главе ЦИК России и т. д.
Закон вступил в силу со вчерашнего дня.
