Нотариусам, которые готовят или осуществляют ряд операций от имени или по поручению своего клиента, необходимо подключиться к личному кабинету на официальном сайте Росфинмониторинга. Об этом сообщается на официальном сайте Федеральной нотариальной палаты.
Речь идет о таких операциях, как:
сделки с недвижимым имуществом;управление денежными средствами, ценными бумагами или иным имуществом клиента;управление банковскими счетами или счетами ценных бумаг;привлечение денежных средств для создания организаций, обеспечения их деятельности или управления ими;создание организаций, обеспечение их деятельности или управление ими;купля-продажа организаций.
Дело в том, что только при помощи личного кабинета на сайте Росфинмониторинга нотариусы могут иметь доступ к информации об организациях и гражданах, включенных в перечень лиц, причастных к экстремистской деятельности или терроризму. Это определено п. 21 Правил определения перечня организаций и физических лиц, в отношении которых имеются сведения об их причастности к экстремистской деятельности или терроризму, и доведения этого перечня до сведения организаций, осуществляющих операции с денежными средствами или иным имуществом, и индивидуальных предпринимателей.
Чтобы получить доступ к личному кабинету, нотариусам необходимо заполнить и отправить заявку на подключение, которая размещена по адресу: portal.fedsfm.ru. Также нужно направить заявку на подключение на бумажном носителе – ее нотариус получит на адрес электронной почты, указанный при заполнении электронной заявки. Заявку на бумажном носителе необходимо подписать и скрепить печатью (при ее наличии), а затем направить по адресу: 107450, г. Москва, ул. Мясницкая, д. 39 стр. 1.
Получить усиленную квалифицированную электронную подпись поможет «Электронный экспресс» в составе информационно-правового обеспечения ГАРАНТ

Уточняется, что к такой заявке необходимо приложить скан-образ документа, который подтверждает статус нотариуса. Эти правила касаются регистрации в личном кабинете без использования усиленной квалифицированной электронной подписи.
Если же необходимо создать личный кабинет с возможностью использования такой подписи, то регистрация осуществляется с помощью интерактивной формы в разделе «Регистрация с использованием электронной подписи» (portal.fedsfm.ru/account/physical-register-request-signed). Электронная заявка на регистрацию подписывается электронной подписью нотариуса. Поясняется, что после первичной авторизации в личном кабинете нотариусу необходимо изменить пароль доступа к своему личному кабинету.
В случае возникновения проблем можно обратиться в техническую поддержку Росфинмониторинга по телефонам: 8 (495) 627-33-98, 8 (495) 627-32-99.
