Согласно приказу Минфина России указанный контроль станет осуществляться с помощью выездных и документарных проверок. Они будут проводиться в соответствии с планом ведомственного контроля на очередной календарный год, утверждаемым Министром финансов РФ или лицом, его замещающим, не позднее 20 декабря текущего года. В ходе этого контроля будет проверяться, в частности, соблюдение правила о дате, до наступления которой бюджетные учреждения, автономные учреждения, унитарные предприятия будут обязаны внести изменения в положение о закупке либо утвердить новое положение; применение бюджетными, автономными и унитарными учреждениями, а также унитарными предприятиями изменений, внесенных в типовое положение (ч. 2.2, 2.6 ст. 2 Федерального закона от 18 июля 2011 г. № 223-ФЗ «О закупках товаров, работ, услуг отдельными видами юридических лиц»).
Электронная копия утвержденного плана проверок, а также вносимые в него изменения в течение пяти рабочих дней с даты их утверждения будут размещаться на официальном сайте Минфина России. Причем уточняется, что каждый объект будет проверяться не реже одного раза в три года. (приказ Минфина России от 25 декабря 2018 № 282н «Об утверждении Регламента осуществления ведомственного контроля за соблюдением требований Федерального закона от 18 июля 2011 г. № 223-Ф3 «О закупках товаров, работ, услуг отдельными видами юридических лиц» и иных принятых в соответствии с ним нормативных правовых актов Российской Федерации»1). А уведомление о проведении проверки будет направляться в адрес ее объекта не позднее чем за 10 рабочих дней до даты начала проведения контрольно-надзорного мероприятия.

С соответствии с регламентом проверка не станет длиться более 15 календарных дней, причем будет продлеваться только один раз не более чем на такой же срок по решению Министра финансов РФ или его заместителя. Документ вступит в силу 5 февраля.
