Михаил Мишустин утвердил пилотный проект по внедрению новой системы оплаты труда медицинских работников. Соответствующее Постановление Правительства РФ от 1 июня 2021 года № 847 «О реализации пилотного проекта в целях утверждения требований к системам оплаты труда медицинских работников государственных и муниципальных учреждений здравоохранения» опубликовано сегодня на официальном сайте Правительства РФ.
Так, Правительство РФ планируется реализовать пилотный проект с 1 ноября 2021 года по 31 марта 2022 года в 7 субъектах РФ (в Республике Саха (Якутия), Белгородской, Курганской, Омской, Оренбургской, Тамбовской областях и городе Севастополе). Ответственными за организационное и методическое сопровождение назначены Минздрав России и Минтруд России. Участниками пилотного проекта будут российские государственные и муниципальные медицинские организации федерального и регионального уровня.
Постановлением Правительства РФ предусмотрено, что в систему оплаты труд работников указанных медучреждений будут включать должностные оклады по группам должностей, а также компенсационные и стимулирующие выплаты. При этом размер должностных окладов будет определяться путем умножения расчетной величины на коэффициент сложности труда и региональный коэффициент. Региональные коэффициенты будут пересматриваться раз в пять лет. Указанные величины будут установлены Правительством РФ. Итоговая выплата медицинскому работнику сумма должностного оклада со всеми надбавками и доплатами не должна быть меньше суммы в действующих системах оплаты труда. По усмотрению медицинской организации, могут быть установлены дополнительные стимулирующие выплаты для работников. Реализация пилотного проекта планируется в три этапа, в частности:
подготовительный (анализ действующей системы оплаты труда на период июнь-август 2021 года);формирование предложений по итогу подготовительного этапа (срок реализации – до 30 сентября 2021 года);внедрение новой системы оплаты труда работников (срок реализации – ноябрь 2021 года – март 2022 года).
Также рассматриваемым документом во исполнения реализации Постановления Правительства РФ предусмотрены поручения для министерств. Так, в частности Минздраву России необходимо утвердить перечень медицинских организаций в участвующих в проекте регионах, а также провести совместно с Минтрудом России анализ действующей системы оплаты труда в субъектах РФ-участниках, в срок до 30 июня текущего года. Минтруду России – разработать методику формирования новой системы оплаты труда медработников и утвердить соответствующие рекомендации по применению новой системы оплаты, в срок до 31 июля текущего года. А также до окончания подготовительного этапа сформировать предложения по размеру расчетной величины для ее использования в новой системе оплаты труда и совместно с Минздравом России подготовить предложения об определении групп должностей работников для установления должностных окладов, о размерах коэффициентов и стимулирующих выплатах в соответствии с новой системой.
Действующая система оплаты труда медицинских работников не содержит единых требований к назначению размера окладов, а также стимулирующих и компенсационных выплат, в связи с чем, зарплаты одной и той же категории работников отличаются. Согласно справке к Постановлению Правительства РФ, новая система оплаты труда направлена на устранение указанной проблемы урегулирует сложившуюся ситуацию с зарплатами медицинских работников.
