Правительство РФ изменило порядок распределения между субъектами РФ субвенций из федерального бюджета на реализацию полномочий по обеспечению жильем отдельных категорий граждан, установленных Федеральным законом от 12 января 1995 г. № 5-ФЗ «О ветеранах» и Федеральным законом от 24 ноября 1995 г. № 181-ФЗ «О социальной защите инвалидов в Российской Федерации» (Постановление Правительства РФ от 30 апреля 2020 года № 633). Согласно измененной методике размеры субвенций будут определяться по утверждаемому для каждого субъекта РФ Минстроем России показателю средней рыночной стоимости 1 кв. м общей площади жилого помещения на III квартал года, предшествующего очередному году, а также индексу-дефлятору, устанавливаемому Минэкономразвития России по виду экономической деятельности «Строительство».
Ранее указанные субвенции поступали в региональные бюджеты с расчетом средней рыночной стоимости 1 кв. м жилья без учета инфляции, что затрудняло решение жилищного вопроса инвалидов, ветеранов и семей с детьми-инвалидами, так как не позволяло определить фактическую нуждаемость регионов в таком финансировании.
Соответствующее постановление Правительства РФ вступит в силу 12 мая.
