На заседании Координационного совета премьер-министр РФ Михаил Мишустин сообщил о продлении до конца текущего года возможности, предоставленной для медорганизаций, расходовать средства обязательного медицинского страхования на оплату труда работников, коммунальных услуг, уплату налогов и погашения кредиторской задолженности. Напомним, принятым постановлением Правительства РФ от 3 августа 2020 г. № 1166 предусматривалась такая норма, которая применялась к правоотношениям, возникшим с 1 апреля по 31 июля 2020 года. Теперь указанная возможность сохранится до конца года в связи с тем, что во многих регионах, по словам премьер-министра РФ, ситуация с распространением коронавируса остается достаточно напряженной, и расходы больниц и поликлиник на борьбу с вирусом увеличиваются.
Михаил Мишустин также сообщил об утверждении плана мероприятий по реализации Стратегии развития здравоохранения до 2025 года (распоряжение Правительства РФ от 28 ноября 2020 г. № 3155-р1). Он отметил, что план предусматривает мероприятия по внедрению новых технологий, повышению доступности медицинской помощи, модернизации больниц и поликлиник, развитию паллиативной помощи, а также направлен на предотвращение опасных заболеваний и обеспечение биологической безопасности.

Премьер-министр РФ обратил внимание на тему лекарственного обеспечения, сообщил, что разработка федерального регистра граждан, у которых есть право на бесплатные препараты, заканчивается. Регистр позволит планировать закупки, следить за наличием нужных лекарств, в том числе обезболивающих для своевременного обеспечения льготников.
Также Михаил Мишустин призвал руководителей регионов, в которых отмечается высокая заболеваемость COVID-19, более решительно применять ограничительные меры, особенно в муниципалитетах, где ситуация наиболее острая. Кроме того, он отметил необходимость грамотной организации амбулаторной медпомощи для снижения нагрузки на лечебную сеть.
