Речь идет о денежной выплате гражданам РФ, постоянно проживающим на территории России, а также в Латвии, Литве и Эстонии, являющимся инвалидами Великой Отечественной войны и ее участниками из числа лиц, указанных в подп. 1 п. 1 ст. 2 Федерального закона от 12 января 1995 г. № 5-ФЗ «О ветеранах». Согласно ранее подписанному Указу Президента РФ от 24 апреля 2019 г. № 186, начиная с 2019 года такая выплата станет ежегодной.
В целях реализации принятой меры Правительство РФ своим постановлением от 29 апреля 2019 г. № 5241 утвердило правила осуществления ежегодной денежной выплаты. В частности, указан ее размер (10 тыс. руб.) и установлен срок выплаты (ежегодно в апреле – мае, за исключением отдельных случаев, когда выплата может быть осуществлена позднее).
Для того, чтобы получить выплату, гражданам не потребуется предоставлять дополнительные документы, подтверждающие их статус. Достаточно будет уже имеющихся в распоряжении органов, осуществляющих пенсионное обеспечение или ежемесячное пожизненное содержание судей, документов с необходимыми данными. Если же уполномоченные органы не располагают таковыми, то выплату можно будет получить на основании заявления. Отмечается, что в целях осуществления выплаты будет налажен обмен информацией между уполномоченными органами.

Гражданам, постоянно проживающим в России, выплату будет осуществлять ПФР и соответствующие федеральные органы исполнительной власти, органы судебной власти и Судебный департамент при Верховном Суде, ВС РФ, Генепрокуратура за счет соответствующих бюджетных ассигнований. А россиянам, постоянно проживающим в Латвии, Литве и Эстонии, – ПФР и Минобороны России через отделы обеспечения при посольствах РФ в этих странах в иностранной валюте.
Право на выплату в полном объеме предусмотрено и для ветеранов, проживающих в организациях, предоставляющих социальные услуги в стационарной форме.
По данным кабмина, уже в 2019 году денежную выплату, приуроченную ко Дню Победы, получат более 74 тыс. человек.
