Соответствующий проект Временного порядка предоставления госулуг ПФР размещен1 на федеральном портале нормативных правовых актов для общественного обсуждения, которое продлится до 29 июля. Напомним, ранее ПФР информировал о продлении упрощенного режима назначения и выплаты пенсий и пособий до конца июля в связи со сложной эпидемиологической обстановкой в стране, о чем портал ГАРАНТ.РУ писал ранее.
Проект Временного порядка предполагает обслуживание граждан в помещениях территориальных органов ПФР по предварительной записи исходя из текущей санитарно-эпидемиологической обстановки в регионе. Граждане смогут также обращаться в ПФР в дистанционной форме, в том числе посредством телефонной связи и по электронной почте.
Беззаявительный порядок продления выплаты пенсий и иных социальных выплат могут установить в отношении:
пенсий по потере кормильца при достижении получателем возраста 18 лет и повышенной фиксированной выплаты к страховой пенсии за нетрудоспособного члена семьи после достижения им возраста 18 лет – до 1 сентября; пенсий, выплата которых осуществляется по доверенности, а также социальных пенсий – до 1 января 2021 года; пенсий и ежемесячной денежной выплаты по инвалидности – в соответствии с Временным порядком признания инвалидом (то есть выплата пенсии и иных выплат инвалиду будет продлеваться на период установленной инвалидности); выплаты повышенной фиксированной выплаты к страховой пенсии лицам, проживающим в районах Крайнего Севера и приравненных к ним местностях, – до 1 января 2021 года (с учетом подтвержденной информации о регистрации пенсионера по месту жительства, в том числе по телефону с использованием кодового слова).

Назначение и возобновление ежемесячных выплат гражданам, осуществляющим уход за инвалидом I группы, а также за престарелым либо достигшим возраста 80 лет, и ежемесячных выплат лицам, осуществляющим уход за детьми-инвалидами и инвалидами с детства I группы, предлагается осуществлять на основании заявления ухаживающего, поданного в электронной форме, а также согласия гражданина на осуществление за ним ухода конкретным лицом. Такое согласие может быть оформлено и по телефону.
Установление личности гражданина, обратившегося в ПФР по телефону, будет происходить путем проверки персональных данных, а также путем установления кодового слова (секретного кода либо секретного вопроса и ответа), состоящего из букв и (или) цифр. Гражданин должен дать соответствующее согласие на предоставление государственной услуги таким способом. Составленный об этом должностным лицом ПФР акт будет приобщен в выплатное дело. При необходимости ПФР может оказать содействие гражданину в истребовании недостающих документов для назначения пенсии.
