Указом Мэра г. Москвы от 31 марта 2020 г. № 35-УМ (далее – указ) решено освободить собственников помещений в многоквартирных домах, расположенных на территории столицы, от уплаты взносов на капитальный ремонт общего имущества в многоквартирном доме за период с 1 апреля по 30 июня 2020 года. В своем блоге Мэр Москвы Сергей Собянин прокомментировал данное решение тем, что проведение ремонта создает серьезный дискомфорт для москвичей, находящихся в условиях самоизоляции. Кроме того, отсутствие посторонних людей в жилых домах должно повысить эффективность самоизоляционных мер. Также он добавил, что ранее начатые ремонтные работы, необходимые для обеспечения безопасности и комфорта проживания, будут завершены, а начало ремонта на новых объектах будет отложено.
Помимо этого, в дополнение к ранее принятым мерам временно приостановлено посещение гражданами букмекерских контор, тотализаторов и их пунктов приема ставок.
Ограничительные мероприятия предпринимаются столичными властями в целях предотвращения распространения новой коронавирусной инфекции. Следует отметить, что вчера на совещании Правительства РФ премьер-министр Михаил Мишустин предложил обсудить с главами регионов страны введение в субъектах РФ режима повышенной готовности в связи с угрозой распространения коронавирусной инфекции, который действует в столичном регионе с 5 марта 2020 года. Председатель Правительства РФ выразил уверенность, что «эти шаги могут дать положительный эффект на местах».
В соответствии с п. 9.3 Указа Мэра Москвы от 5 марта 2020 г. № 12-УМ в редакции последнего указа с 30 марта в г. Москве действует режим самоизоляции для всех граждан, проживающих на территории столицы независимо от их возраста, за исключением некоторых случаев (такой режим не касается граждан, работающих в системах жизнеобеспечения, имеющих специальные правительственные пропуска и т. д.). Представляется, что такой режим ограничений будет действовать до особого распоряжения об отмене действия такой меры.
Вместе с тем напомним, что согласно этой же редакции указа Мэра г. Москвы для граждан в возрасте старше 65 лет, а также граждан, имеющих определенные соответствующим перечнем хронические заболевания, установлен срок, в течение которого эти граждане обязаны соблюдать режим самоизоляции по месту проживания (в том числе в жилых и садовых домах) – с 26 марта по 14 апреля 2020 года (п. 7.1 указа).
Кроме того, в целях необходимости предотвращения угрозы быстрого распространения новой коронавирусной инфекции на территории страны действует Указ Президента РФ от 25 марта 2020 г. № 206, по которому дни с 30 марта по 3 апреля объявлены в России нерабочими с сохранением заработной платы за данный период. Минтрудом России подготовлены Рекомендации для работников и работодателей по вопросам исполнения данного Указа Президента РФ.
