По итогам совещания, проведенного Президентом РФ с участием членов Правительства РФ, Владимир Путин поручил1 разработать нормативные правовые акты по обеспечению мер поддержки в сфере образования. В частности, глава государства отметил, что с 1 сентября необходимо обеспечить увеличение общего объема бюджетных мест при приеме на обучение по программам бакалавриата и специалитета.
До 15 августа Правительство РФ совместно с Банком России должно будет принять меры по снижению ставки по образовательным кредитам до 3% по увеличению периода отсрочки их выплаты, а также увеличению размеров налоговых вычетов для тех, кто выплачивает образовательные кредиты и проценты по ним. Что касается дополнительного образования, то, вероятно, в нормативные правовые акты будут внесены изменения, направленные на предоставление обучающимся по образовательным программам высшего образования права получения на бесплатной основе дополнительной квалификации, в том числе путем освоения образовательных программ профессионального обучения.
Минпросвещению России и Роспотребнадзору совместно с региональными органами власти до 20 июня поручено организовать упрощенный режим оформления детей в летние оздоровительные лагеря, в том числе в части оформления меддокументов. Летние городские лагеря будут проводиться с привлечением к этой работе высокотехнологичных компаний. Также в каникулярный период будет увеличено количество дежурных групп в дошкольных образовательных учреждениях.

В новом учебном году планируется провести работу по мониторингу знаний школьников по темам, по которым выявлен недостаточный уровень освоения. Также поручено в период подготовки и проведения ЕГЭ проводить учебно-консультационное сопровождение выпускников этого года и определить дополнительные сроки проведения ЕГЭ. Поручено представить предложения по совершенствованию форм обучения с учетом опыта использования дистанционных технологий с сохранением приоритетности учебной деятельности в образовательной организации.
Правительство РФ также должно разработать комплекс мер по поддержке занятости студентов, в том числе в летний период 2020 года. Предлагается привлекать таких студентов к оплачиваемой работе, в том числе в сферах организации отдыха и оздоровления детей, сельского хозяйства, информационно-телекоммуникационных технологий и инженерного дела.
Помимо этого, президент поручил выделить бюджетные средства федеральным образовательным организациям, научным организациям и организациям здравоохранения, в том числе на сохранение уровня оплаты труда работников указанных организаций не ниже уровня 2019 года.
