Как сообщается на официальном сайте Уполномоченного при Президенте РФ по защите прав предпринимателей Бориса Титова, Президент РФ Владимир Путин подписал ряд поручений по итогам встречи с правозащитником.
Напомним, встреча главы государства с уполномоченным, состоявшаяся 27 мая, была посвящена обсуждению ежегодного доклада о положении дел с правами человека в области предпринимательской деятельности. В частности, бизнес-омбудсмен сообщил о выявленном разбросе в показателях деятельности органов контрольно-надзорной деятельности в различных регионах России.
Так, анализ статистики принимаемых контролирующими органами решений показал, например, что доля предупреждений, вынесенных по итогам контрольно-надзорных мероприятий, в среднем по России у МЧС составляет 57,6%, а у Роспотребнадзора – всего 11,9%. Что касается регионов, то здесь разница еще более значительная – так, если у управления Роспотребнадзора по Республике Карелия предупреждениями завершаютсся 28% контрольных мероприятий, то у управления по Москве – всего 2%.
В связи с этим Президент РФ поручил Генеральной прокуратуре Российской Федерации проверить данные из доклада в части административного давления на бизнес в регионах и сообщить о результатах проведенной работы до 15 ноября. Отметим, ранее Генпрокуратура РФ вынесла на общественное обсуждение проект регламента рассмотрения обращений предпринимателей о давлении правоохранительных органов. Для удобства бизнесменов планируется создать специальную цифровую платформу, через которую можно будет направлять заявления и жалобы в электронном виде о фактах давления со стороны правоохранительных органов.
Кроме того, в целях реализации плана мероприятий по достижению устойчивого роста несырьевого сектора экономики принято решение о подготовке 15 программ развития промышленных кластеров. Соответствующие пилотные проекты должны быть рассмотрены на заседании Правительства РФ уже в декабре текущего года. Также согласно поручениям на базе Аналитического центра при Правительстве РФ будет создана межведомственная рабочая группа по рассмотрению реестра системных проблем российского бизнеса. Результаты работы этой группы будут рассмотрены на заседании Правительственной комиссии по экономическому развитию и интеграции до ноября 2019 года.
