Сегодняшнее совещание Президента РФ с членами Правительства РФ было посвящено вопросам поддержки экономики, бизнеса, занятости и сохранению доходов граждан в условиях борьбы с эпидемией коронавируса. Глава государства сообщил, что в дополнение к уже принятым мерам поддержки компаниям малого и среднего бизнеса государство предоставит прямую безвозмездную финансовую помощь, которая должна пойти на решение текущих неотложных задач, в том числе на выплату зарплат, на сохранение уровня оплаты труда своих сотрудников в апреле и мае.
Обязательным условием для получения такой помощи будет являться максимальное сохранение занятости – не менее 90% штатной численности работников на 1 апреля. Только после соблюдения такого требования финансовая поддержка за апрель поступит на счет организации, начиная с 18 мая. Соответственно, за май деньги перечислят в июне.
Объем поддержки для каждой компании будет зависеть от общей численности сотрудников по состоянию на 1 апреля, исходя из суммы 12 130 руб. на одного сотрудника в месяц. Президент поручил Правительству РФ сделать доступным и удобным обращение за такой помощью, с возможностью дистанционной подачи заявки, начиная с 1 мая.
Кроме того, ввиду неэффективности программы по выдаче банками компаниям беспроцентных кредитов на 6 месяцев в целях выдачи заработной платы работникам, президент объявил, что теперь не менее 75% объема таких «зарплатных» кредитов должно быть обеспечено гарантиями Внешэкономбанка. Тем самым это позволит снизить риски для коммерческих банков, а значит, повысить доступность кредитных ресурсов.
Применение такой меры поддержки, по словам Владимира Путина, будет расширено. Она станет доступной как для средних, так и для крупных предприятий в секторах экономики, пострадавших от пандемии, и будет способствовать тому, чтобы компании не увольняли людей и не копили зарплатные долги.

Также президент поручил Правительству РФ доработать перечень системообразующих предприятий на основе четких критериев по признанию их таковыми, то есть в силу их исключительной важности для национальной экономики. Для таких компаний глава государства предложил предоставлять льготные кредиты на пополнение оборотных средств для закупки сырья и комплектующих, для выплаты авансов поставщикам. Таким образом будет сохранена ритмичная и бесперебойная работа не только указанных системообразующих предприятий, но и их партнеров, а также будет поддержана занятость и выплата зарплат сотрудникам. Ставка по таким кредитам будет субсидироваться в размере ключевой ставки Банка России, то есть стоимость кредита будет на 6% ниже нынешней рыночной ставки. «Кроме того, – отметил президент, – половина кредита будет обеспечена госгарантиями Министерства финансов России, что также даст дополнительные стимулы банкам выдавать такие кредиты, минимизируя риски для банковской системы».
