Группа депутатов Госдумы во главе с Сергеем Неверовым предложила обязать госзаказчиков проводить закупки таких услуг исключительно путем проведения конкурса с ограниченным участием, в том числе в электронной форме1. Сейчас госзакупки услуг по организации отдыха детей и их оздоровлению могут, в частности, осуществляться с помощью аукционов, запросов котировок и предложений.

Как отмечается в пояснительной записке к документу, цель принятия законопроекта – обеспечить участие в закупках указанных услуг лиц с необходимым уровнем квалификации и предлагающих наилучшие условия исполнения госконтрактов. Напомним, что конкурс с ограниченным участием представляет собой конкурс, в ходе которого информация о закупке сообщается заказчиком неограниченному кругу лиц путем размещения в единой информационной системе извещения о его проведении и конкурсной документации. А победитель этого конкурса определяется из числа участников закупки, прошедших предквалификационный отбор (ч. 1-2 ст. 56 Федерального закона от 5 апреля 2013 г. № 44-ФЗ «О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд»).
В случае принятия закон вступит в силу по истечении 90 дней после дня его официального опубликования. Предполагается, что указанный срок позволит участникам закупок и заказчикам подготовиться к реализации нововведений.
