Минздрав России уведомил о разработке законопроекта, исключающего продажу алкогольной продукции с содержанием этилового спирта более 16,5% объема лицам, не достигшим возраста 21 года1. На официальном сайте министерства поясняется, что около 13,5% случаев смерти среди людей в возрасте от 20 до 39 лет связаны с употреблением алкоголя. Причем, обращает внимание Минздрав России, повышенный возраст для продажи крепкого алкоголя закреплен законодательством целого ряда стран, в частности, США и Индии. Кроме того, приводятся данные ВЦИОМ, в соответствии с которыми повышение возраста для продажи алкогольной продукции в текущем году поддержало 78% опрошенных граждан нашей страны.
Ограничение с января 2020 года может коснуться продажи, в частности, водки, коньяка, некоторых видов ликерного вина и винных напитков, а также виноматериалов (подп. 10-10.1, 12.1, 12.3, 13 ст. 2 Федерального закона от 22 ноября 1995 г. № 171-ФЗ «О государственном регулировании производства и оборота этилового спирта, алкогольной и спиртосодержащей продукции и об ограничении потребления (распития) алкогольной продукции»). Общественное обсуждение законопроекта началось сегодня и завершится 28 декабря.

Напомним, что с 18 декабря текущего года вступит в силу запрет на продажу непищевой спиртосодержащей продукции дешевле алкоголя. Кроме того, на рассмотрении в Госдуме находится законопроект о введении ограничения на продажу алкоголя в жилых домах с 23.00 до 11.00. Его рассмотрение запланировано в феврале 2019 года в рамках Весенней сессии.
