Минэкономразвития России сообщило о внесении в Правительство РФ предложений по внедрению новых принципов предоставления государственных и муниципальных услуг. В связи с чем поправки коснутся Федерального закона от 27 июля 2010 г. № 210-ФЗ «Об организации предоставления государственных и муниципальных услуг». В частности, планируется1 реализовать принципы:
проактивности, когда с согласия заявителя все необходимые предварительные действия будут совершены органами власти самостоятельно и автоматически так, чтобы гражданин смог получить услугу в момент наступления жизненного события. Например, после регистрации рождения ребенок будет прописан и записан в детский сад или при достижении возраста 45 лет гражданину придет сообщение о том, что его новый паспорт готов и необходимо лишь донести свежую фотографию; многоканальности. Данный принцип подразумевает к уже существующим каналам взаимодействия предусмотреть возможность оказания госуслуг и через негосударственные организации (например, через банки, Почту России, бюро МСЭ, Ростелеком); реестровой модели, когда результат оказания большей части услуг будет доступен в виде записи в реестре, и документ в бумажном виде на руки выдаваться не будет. Другие органы власти также не будут требовать от заявителя предъявления документа, понадобятся только сведения, которые в нем содержатся; цифровых административных регламентов. Процесс предоставления каждой услуги будет систематизирован. Для каждого заявителя будет установлен перечень необходимых документов, сроки и особенности получения услуги. Данная информация будет общедоступна и удобна для получения. развития «Цифровых МФЦ». Предполагается создание отдельных офисов МФЦ или выделенной зоны в действующих МФЦ с оборудованными «гостевыми» компьютерами и иной необходимой техникой. Задачей таких МФЦ станет обеспечение возможности получения гражданами госуслуг в электронном виде. В указанных помещениях будут работать консультанты, которые помогут зарегистрироваться на портале госуслуг, получить необходимую услугу в электронном виде, воспользоваться электронными реестрами ведомств или сервисами.
