С инициативой развернуть «гильотину отчетности» обратился к Председателю Правительства РФ уполномоченный при Президенте РФ по защите прав предпринимателей Борис Титов.
Как указано на его официальном сайте, бизнесомбудсмен полностью поддерживает инициативу Правительства РФ по снижению форм отчетности, предоставляемой бизнесом. Так, в частности, будут отменены декларации по транспортному и земельному налогу, а также планируется упразднить и налоговую декларацию для налогоплательщиков УСН с объектом налогообложения «доходы».
Несмотря на это, количество обязательных форм отчетности весьма велико – налоговая отчетность насчитывает до 11 обязательных форм, статотчетность – 158 возможных форм для разных видов деятельности, отчетность в ФСС России и ПФР, а также бухгалтерская отчетность. И часто данные, указанные в той или иной форме дублируют сведения в другой.
Чтобы сократить дублирующие формы отчетности было предложено развивать межведомственный обмен информацией между ФНС России, Росстатом, ПФР, иными федеральными, региональными и муниципальными органами государственной власти. Это поможет проанализировать, какие виды отчетности оставить и дополнить сведениями, а какие можно и упразднить. Также предлагается обеспечить возможность передачи всех видов отчетности в электронном формате.

Также, в обращении к Председателю Правительства РФ, Борис Титов привел перечень конкретных предложений по совершенствованию состава отчетности, в частности, меры по упрощению нескольких видов статотчетности в связи с применением онлайн-касс, объединению нескольких форм отчетности по социальным платежам, отмены отдельных форм статотчетности по причине наличия соответствующей информации в базах ФНС России.
Помимо этого, предлагается законодательно закрепить обязательность заблаговременно публиковать вносимые изменения в формы и форматы предоставления отчетных данных в адрес госорганов. Также установить, что все субъекты МСП должны представлять отчетность не чаще 1 раза в квартал. Еще одно предлагаемое упрощение — установить общие (единые) даты сдачи статистической отчетности вне зависимости от отрасли.
