На официальном сайте Правительства РФ сообщается о принимаемых совместно с Банком России решениях против экономического влияния коронавируса и волатильности на финансовых и сырьевых рынках. Они направлены на обеспечение финансовой стабильности и устойчивости отраслей экономики, поддержку населения и региональных бюджетов.
В частности, планируется расширить программы кредитования малых и средних предприятий путем снятия ограничений по видам кредитования и отраслям. Также увеличится размер субсидий и объем субсидирования по кредитам сроком до двух лет. Будут расширены программы поддержки кредитования субъектов МСП со стороны Корпорации МСП.
Правительством РФ совместно с субъектами РФ будет рассмотрен вопрос о введении отсрочки по уплате арендных платежей на срок три месяца для субъектов МСП, которые арендуют государственное или муниципальное имущество. Банк России планирует снять ограничения по перечню отраслей по своей программе рефинансирования кредитов МСП.
Сообщается также, что Банк России продолжит обеспечивать рынки необходимой рублевой и валютной ликвидностью, а при необходимости будет использовать меры, облегчающие адаптацию финансовых организаций к меняющимся рыночным условиям. Регулятор смягчил требования к банкам для возможности кредитования отрасли производства лекарственных средств и медоборудования.
Туристические компании до конца года будут освобождены от уплаты взносов в резервный фонд ассоциации «Турпомощь» и взносов в фонды персональной ответственности. Ранее портал ГАРАНТ.РУ писал о том, что премьер-министр Михаил Мишустин заявил о принятом решении по отсрочке уплаты налогов в сфере туризма и в отношении авиаперевозчиков. Планируется распространить эту меру на другие пострадавшие отрасли и предприятия.

Кроме того, Банк России предоставил банкам возможность кредитовать или реструктурировать кредиты для заемщиков в сфере транспорта и туризма без ухудшения их финансового положения. При необходимости эта мера будет расширена на компании малого и среднего бизнеса. Заявляется, что пролонгация и реструктуризация таких кредитов будет гарантирована Правительством РФ.
Также принято решение о неприменении штрафных санкций по государственным контрактам к поставщикам, попавшим под негативное влияние сложившейся ситуации. Такой же подход планируется применить и в отношении штрафов при несоблюдении мер валютного контроля для несырьевого экспорта.
В торговой отрасли Правительство РФ будет готово реализовать дополнительные меры поддержки для обеспечения достаточных запасов социально значимой продукции, например, выдавать краткосрочные льготные кредиты на пополнение оборотных средств.
