Правительство РФ в рамках реализации федерального проекта «Цифровая образовательная среда» постановило о проведении на территории отдельных субъектов РФ эксперимента по внедрению и использованию цифровой образовательной среды в качестве дополнительного механизма реализации образовательной деятельности, который должен обеспечить равные условия качественного образования учащихся вне зависимости от места их проживания.
Согласно эксперименту участникам образовательных отношений предоставят доступ к платформе цифровой образовательной среды, образовательному контенту и образовательным сервисам. В дальнейшем практику планируется распространить на территорию всей страны. Срок эксперимента определен с 10 декабря 2020 года по 31 декабря 2022 года (постановление Правительства РФ от 7 декабря 2020 г. № 2040).
Участниками эксперимента определены Минпросвещения России, Минцифры России, высшие исполнительные органы госвласти субъектов РФ и органы местного самоуправления, на территории которых проводится эксперимент (на добровольной основе), учащиеся, их родители, педагогические работники, общеобразовательные школы, оператор информационно-коммуникационной образовательной платформы (на добровольной основе).
В числе основных задач эксперимента указаны:
создание, ввод в эксплуатацию, развитие и эксплуатация информационных систем и информационно-телекоммуникационной инфраструктуры, входящих в состав платформы цифровой образовательной среды; апробация функциональных возможностей платформы; оснащение школ материально-технической и информационно-телекоммуникационной инфраструктурой (Интернетом, компьютерным, мультимедийным, презентационным оборудованием и программным обеспечением в соответствии с утвержденным стандартом, видеоконференц-связью в помещениях школ); развитие технологий и решений обработки и управления данными участников образовательных отношений на базе портала госуслуг; обеспечение возможности реализации образовательных программ с использованием дистанционных образовательных технологий и электронного обучения и применением портала госуслуг, информационной системы Минпросвещения России и информационно-коммуникационной образовательной платформы и т. д.

Минпросвещения России в 30-дневный срок с начала эксперимента должно определить состав платформы цифровой образовательной среды, утвердить требования к платформе, определить перечни участников эксперимента, состав их данных. В дальнейшем также министерство утвердит требования к поставщикам контента, критерии и порядок проведения его экспертизы и т. д.
Минцифры России обеспечит, в частности, возможность взаимодействия портала госуслуг и единой системы идентификации и аутентификации с информационно-коммуникационной образовательной платформой, разработку сервиса «Мое образование» на портале госуслуг по принципу «одного окна», который обеспечит учащимся, их родителям доступ к цифровым образовательным ресурсам и сервисам и возможность получения образовательных услуг с использованием дистанционных технологий и электронного обучения.
