В Госдуму внесен законопроект об исполнении федерального бюджета за 2019 год1. В него включены данные по доходам федерального бюджета по кодам классификации доходов бюджетов, расходам по ведомственной структуре расходов федерального бюджета, распределению расходов федерального бюджета по разделам и подразделам классификации расходов бюджетов, а также источникам финансирования дефицита федерального бюджета по кодам классификации источников финансирования дефицитов бюджетов.
Так, согласно проекту, в 2019 году темпы роста ВВП значительно снизились и составили 1,3% после 2,5% в 2018 году. Как указывается в пояснительной записке, замедление экономического роста обусловлено необходимостью адаптации экономики к принятым мерам бюджетно-налоговой политики. Также оказало влияние и ухудшение ситуации в мировой экономике, негативно отразившееся на динамике российского экспорта.
Несмотря на то, что динамика реальных заработных плат – ключевого компонента доходов населения – значительно замедлилась (+2,9% после +8,5% в 2018 году), динамика реальных располагаемых доходов населения ускорилась, второй год подряд оставаясь в положительной зоне (+0,1% в 2018 и +1,0% в 2019 году).

Что касается исполнения основных показателей федерального бюджета за 2019 год, то профицит составил 1 974 млрд. руб. или 1,8% ВВП. Доходная часть бюджета составила 20 188,8 млрд. руб. (101,1% к плановому объему), а расходная – 18 214,5 млрд. руб. или 98,5% к бюджетным ассигнованиям, утвержденным на 2019 год и 94,2% к объему бюджетных ассигнований, установленному сводной бюджетной росписью расходов федерального бюджета с учетом внесенных в нее изменений.
Согласно пояснительной записке к законопроекту, за 2019 год по сравнению с 2018 годом уменьшилась доля доходов федерального бюджета по отношению к ВВП на 0,3 процентных пункта — с 18,6% за 2018 год до 18,3% за 2019 год.
При этом, ненефтегазовые доходы увеличились на 1,1 процентных пункта. В основном это связано с ростом поступлений НДС на товары (работы, услуги), реализуемые на территории РФ, НДС на товары, ввозимые на территорию страны (в том числе за счет повышения основной ставки налога), увеличением поступлений налога на прибыль и акцизов на нефтепродукты. Что касается расходов федерального бюджета, то по сравнению с 2018 годом они увеличились на 0,6 процентных пункта ВВП.
