Минздрав России определил особенности проведения аккредитации медицинских специалистов в 2020 году в условиях осуществления мероприятий, направленных на предотвращение распространения COVID-19 на территории РФ (Приказ Минздрава России от 24 августа 2020 г. № 891н). Порядок содержит указание о неприменении Положения об аккредитации специалистов, утв. Приказом Минздрава России от 2 июня 2016 г. № 334н в части:
определения регламента работы аккредитационной комиссии и аккредитационной подкомиссии; проведения первого этапа аккредитации специалиста (тестирования); оформления протоколов аккредитационной комиссии и подкомиссии.
Желающие пройти аккредитацию в текущем году могут представить в аккредитационную подкомиссию документы, предусмотренные в п. 26 – п. 27 Положения об аккредитации специалистов, лично либо заказным письмом с уведомлением, либо посредством электронной почты в форме документов на бумажном носителе, преобразованных в электронную форму путем сканирования или фотографирования с обеспечением машиночитаемого распознавания их реквизитов, в том числе копию трудовой книжки (при наличии). В заявлении о допуске специалиста аккредитуемый должен указать адрес своей электронной почты.

Информация об электронных адресах аккредитационных подкомиссий должна быть доступна на стендах образовательных и (или) научных организаций, реализующих программы медицинского (фармацевтического) образования.
В случае угрозы возникновения ЧС, принятия актов органов власти субъекта РФ по месту проведения аккредитации о продлении ограничительных мер в связи с распространением коронавируса первый этап аккредитации должен проводиться посредством дистанционных технологий. При этом сроки проведения аккредитации или ее отдельных этапов могут быть перенесены.
Если будет принято решение о проведении первого этапа (тестирования) дистанционно, аккредитационная подкомиссия должна обеспечить идентификацию личности аккредитуемого, способ которой аккредитационная комиссия должна определить самостоятельно. В протоколе заседания аккредитационной комиссии (подкомиссии) следует проставить отметку о проведении заседания дистанционно.
Одновременно Приказом Минздрава от 24 августа 2020 г. № 890н отменяется введенный мораторий на получение сертификатов специалистов и свидетельств об аккредитации специалистов с медицинским и фармацевтическим образованием. Приказы Минздрава России вступят в силу с 29 сентября.
