По новым правилам участниками программы могут стать семьи с одним ребенком, который родился после 1 января 2018 года (постановление Правительства РФ от 30 июня 2021 г. № 1060). До внесения поправок программа была доступна только семьям с двумя и более детьми.
Напомним, по программе «Семейная ипотека» доступны кредиты на приобретение или строительство жилья по льготной ставке 6% годовых. Максимальная сумма займа зависит от региона: 12 млн руб. для Москвы, Московской области, Санкт-Петербурга и Ленинградской области и 6 млн руб. для остальных регионов (постановление Правительства РФ от 30 декабря 2017 г. № 1711). Недополученные доходы банкам компенсирует государство.
Кроме того, кабмин продлил до 1 июля 2022 года срок действия программы «Льготная ипотека» (она должна была прекратить свое действие с 1 июля 2021 года). В рамках программы можно получить ипотечный кредит размером до 3 млн руб. по ставке до 7% годовых (первоначальный взнос при этом должен составлять как минимум 15% от стоимости квартиры). Такую ипотеку дают для покупки жилья в новостройке.
Нововведения уже действуют с 1 июля 2021 года.

Еще одно постановление предоставило дополнительные возможности для получения компенсации по ипотеке многодетным семьям (постановление Правительства РФ от 30 июня 2021 года № 10771). Если раньше можно было компенсировать ипотечные кредиты только на приобретение готового жилья, то по новым правилам будут возмещать часть затрат и на строительство дома или покупку недостроенного дома.
Причем претендовать на компенсацию вправе и те семьи, которые взяли ипотеку до внесения поправок. Сумма компенсации осталась прежней – до 450 тыс. руб.
