Налоговая служба выпустила разъяснения по порядку заполнения расчета по страховым взносам до внесения соответствующих изменений в форму с учетом правок, предусмотренных приказом ФНС России от 15 октября 2020 г. № ЕД-7-11/751@ (письмо ФНС России от 29 января 2021 г. № БС-4-11/1020@).
В связи с внесенными изменениями в законодательство об обязательном соцстраховании, выплаты застрахованным лицам (пособия на случай временной нетрудоспособности и в связи с материнством) будут осуществляться территориальными органами ФСС России и страховые взносы, исчисленные с выплат и иных вознаграждений в пользу физлиц начиная с 1 января 2021 года, и не могут быть уменьшены работодателями на суммы расходов на выплату страхового обеспечения.
Поэтому, как поясняет налоговая служба, при заполнении расчета по страховым взносам начиная с отчетного периода I квартал 2021 года следует учитывать ряд особенностей. Так, например, не заполнятся строка 070 «Произведено расходов на выплату страхового обеспечения» приложения 2 к разделу 1 РСВ. Также не подлежат заполнению приложение 3 «Расходы по обязательному социальному страхованию на случай временной нетрудоспособности и в связи с материнством и расходы, осуществляемые в соответствии с законодательством Российской Федерации» к разделу 1 РСВ и приложение 4 «Выплаты, произведенные за счет средств, финансируемых из федерального бюджета» к разделу 1 РСВ.

Данные по строке 080 «Возмещено ФСС расходов на выплату страхового обеспечения» приложения 2 к разделу 1 РСВ могут указываться при возмещении ФСС России расходов за периоды, истекшие до 1 января 2021 года. Помимо этого, при заполнении строки 090 «Сумма страховых взносов, подлежащая уплате (сумма превышения произведенных расходов над исчисленными страховыми взносами)» приложения 2 к разделу 1 РСВ не может быть указан признак «2».
