В России появится единый порядок осуществления контроля за проведением госзакупок, который определит Правительство РФ. В нем будут содержаться, в частности, правила проведения контрольными органами проверок заказчиков, контрактных служб, контрактных управляющих, закупочных комиссий и их членов, уполномоченных органов и учреждений, специализированных организаций, операторов электронных площадок и специализированных электронных площадок (Федеральный закон от 1 апреля 2019 г. № 50-ФЗ «О внесении изменений в Федеральный закон «О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд»).
Кроме того, установлено правило, согласно которому субъекты РФ и находящиеся на их территориях муниципальные образования смогут заключать соглашения о передаче региональным контролирующим органам в сфере госзакупок полномочий соответствующих органов местного самоуправления муниципального района или городского округа. Помимо этого, в соответствии с принятым законом нормы о мониторинге, аудите и контроле в сфере закупок Федерального закона от 5 апреля 2013 года № 44-ФЗ «О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд» будут распространяться на организации, не являющиеся учреждениями или унитарными предприятиями, при предоставлении им бюджетных инвестиций в объекты капитального строительства.

Документом также расширены основания для проведения внеплановых проверок госзаказчиков со стороны контрольно-надзорных органов. Одним из них станет сообщение СМИ о признаках нарушения законодательства о закупках. Закон вступит в силу 1 июля.
