Правительство РФ утвердило программу поддержки туроператоров, которые используют внутренние чартерные рейсы. Соответствующее Постановление Правительства РФ от 27 мая 2021 года № 799 «Об утверждении Правил предоставления в 2021 году из федерального бюджета субсидий на государственную поддержку туроператоров для обеспечения прироста внутренних туристических потоков» опубликовано на сайте Правительства РФ сегодня. Программа заработает рассчитана на текущий год и заработает с 5 июня.
Для предоставления субсидии Ростуризм проведет отбор, по результатам которого с соответствующим туроператором будет заключено соглашение по типовой форме, установленной Минфином России. Вся информация о сроках начала и окончания отбора, порядку приема заявок и иных сведениях будет размещена в системе «Электронный бюджет» и официальном сайте Ростуризма.
Так, программа предусматривает предоставление субсидий туроператорам для обеспечения прироста внутренних туристических потоков. На получение субсидий могут претендовать только туроператоры, которые зарегистрированы в России, и осуществляют внутренние коммерческие чартерные воздушные перевозки пассажиров по установленным Ростуризмом субъектам РФ с 1 июня. Также для перевозчика установлены минимальное количество воздушных перевозок – не менее 6 парных рейсов по одному маршруту, количество туристов – не менее 300 человек по одному маршруту.
При этом, на первое число месяца, в котором претендент планирует участвовать в отборе, он должен соответствовать следующим требованиям, в частности:
не иметь задолженности по обязательным платежам и сборам, а также задолженности по возврату в федеральный бюджет инвестиций, субсидий и иных платежей;не находиться в процессе реорганизации или банкротства;не иметь в уставном капитале доли участия иностранных юрлиц свыше 50%, местом регистрации которых является государство или территория, включенные в утвержденный Минфином России перечень государств и территорий, в которых предоставляется льготный налоговый режим и (или) находящиеся в офшорных зонах;не получать иные средства из федерального бюджета;находиться в едином федеральном реестре туроператоров не менее 2 лет.
Помимо указанного каждый участник должен предоставить вместе с заявкой на участие пакет документов в соответствии с п. 9 Правил. Документы могут быть предоставлены в форме электронных документов, подписанных усиленной квалифицированной подписью руководителя участника. Программа субсидирования не будет распространяться на расходы туроператоров в связи с организацией полетных программ воздушными судами с количеством пассажирских мест в компоновке воздушного судна до 50 мест, протяженностью маршрута в одну сторону более 2 тыс. км.
Перечисляться субсидия будет на расчетный или корреспондентский счет туроператора, открытый в учреждениях Банка России или кредитных организациях, не позднее 10-го рабочего дня со дня заключения соглашения.
