Председатель Правительства РФ Михаил Мишустин рассказал1 на вчерашнем заседании правительства о том, что инвесторам планируется предоставить льготу. Они смогут получить в упрощенном порядке вид на жительство для себя и своей семьи. Льгота заключается в том, что им не нужно будет оформлять разрешение на временное пребывание.
Напомним, что по общим правилам вид на жительство может получить иностранец, который прожил в России не менее года на основании разрешения на временное проживание. Оформить сразу вид на жительство могут только отдельные категории иностранцев, например, высококвалифицированные специалисты (п. 1 ст. 8 Федерального закона от 25 июля 2002 г. № 115-ФЗ «О правовом положении иностранных граждан в Российской Федерации»).
Для того чтобы воспользоваться таким упрощенным порядком, сумма капиталовложений в российскую экономику должна быть не ниже минимального размера. Министр экономического развития РФ Максим Решетников добавил2 на брифинге с журналистами, что обсуждается сумма в 30 млн руб. Инвестиции в таком объеме можно сделать двумя путями: создать компанию и вкладывать в нее эту сумму, или оформить вложение в долгосрочную недвижимость.

«Законопроект направлен на решение двух задач: во-первых, мы развиваем наше миграционное законодательство и повышаем привлекательность страны для инвесторов, которые способны создавать новые рабочие места и инвестировать. Во-вторых, делаем наш инвестиционный климат более привлекательным, потому что спрос на такой инструмент есть. Более 20 стран уже ввели такой инструмент получения вида на жительство», – подчеркнул министр.
Максим Решетников рассказал также о том, какие возможности получат инвесторы с «золотой визой». «Вид на жительство дает ровно те же права, которые есть у граждан России, за исключением участия в выборах и службы в армии. Это возможность работать, открывать свое дело и пользоваться социальными услугами. Соответственно, кто их получает, – платит налоги и является налоговым резидентом РФ», – напомнил министр.
Планируется, что Госдума рассмотрит соответствующий законопроект в осеннюю сессию.
