С такой инициативой1 выступили представители Совета Федерации. Сенаторы предлагают военнообязанных граждан вставать на воинский учет по месту их фактического проживания. При этом предполагается, что Правительство РФ в подзаконном акте дополнительно определит порядок постановки на воинский учет. В настоящий момент граждане обязаны состоять на воинском учете по месту жительства или пребывания (п. 1 ст. 10 Федерального закона от 28 марта 1998 г. № 53-ФЗ «О воинской обязанности и военной службе»).
Чиновники объясняют свою инициативу тем, что значительное количество призывников, обучающихся в вузах, особенно в таких городах как Москва и Санкт-Петербург, не могут получить регистрацию по месту пребывания или по месту жительства. В результате такие студенты не могут быть поставлены на воинский учет. Также не призываются на военную службу граждане в случае, если они лишаются права на получение отсрочки от призыва на военную службу. Речь идет об окончании либо об отчислении из вуза или лишении учебного заведения государственной аккредитации.
По мнению представителей Совета Федерации, принятие законопроекта обеспечит качество и достоверность воинского учета, а также расширит возможности по призыву граждан на военную службу.
