Минздрав России разработал проект приказа об особенностях проведения аккредитации медицинских специалистов в 2020 году, который определяет правила организации и проведения аккредитации в условиях действия мер по предотвращению распространения новой коронавирусной инфекции. В этой связи Положение об аккредитации специалистов, утв. приказом Минздрава России от 2 июня 2016 г. № 334н (далее – Положение) предлагается не применять в части:
определения регламента работы аккредитационной комиссии и аккредитационной подкомиссии; проведения первого этапа аккредитации специалиста (тестирования); оформления протоколов аккредитационной комиссии и подкомиссии.
Согласно проекту1 представление в аккредитационную подкомиссию необходимых документов для прохождения аккредитации (п. 26 – п. 27 Положения) может осуществляться заявителем в установленные сроки лично, заказным письмом или по электронной почте аккредитационной подкомиссии путем сканирования или фотографирования их бумажного варианта в машиночитаемом виде. Информация об электронных адресах аккредитационных подкомиссий должна быть доступна на стендах образовательных и (или) научных организаций, реализующих программы медицинского (фармацевтического) образования.
В заявлении о допуске к аккредитации аккредитуемому нужно будет указывать свой адрес электронной почты. О получении документов заявителю направят расписку также по электронной почте.

В случае угрозы возникновения ЧС, принятия актов органов власти субъекта РФ по месту проведения аккредитации о продлении ограничительных мер в связи с распространением коронавируса первый этап аккредитации может проводиться посредством дистанционных технологий. При этом сроки проведения аккредитации или ее отдельных этапов могут быть перенесены.
Если будет принято решение о проведении первого этапа (тестирования) дистанционно, аккредитационная подкомиссия должна обеспечить идентификацию личности аккредитуемого. Способ такой идентификации аккредитационная комиссия должна определить самостоятельно. В протоколе заседания аккредитационной комиссии (подкомиссии) следует проставить отметку о проведении заседания дистанционно.
Антикоррупционная экспертиза по проекту документа завершится 27 июля, а общественное обсуждение – до 4 августа.
