О подписании соответствующего постановления премьер-министром РФ Михаилом Мишустиным сообщает правительственный сайт (постановление Правительства РФ от 27 февраля 2021 г. № 2791). Ранее о планах по продолжению оказания мер поддержки бизнесу из наиболее пострадавших от последствий коронавируса отраслей экономики Председатель Правительства РФ сообщил на совещании 25 февраля. Одной из мер такой поддержки станет новая льготная кредитная программа «ФОТ 3.0». Ее финансирование составит 7,7 млрд руб.
Сообщается, что новая программа придет на смену предыдущей «ФОТ 2.0», действующей до 1 апреля. Согласно постановлению ставка льготного кредита для предпринимателей установлена в размере 3%. Под «восстановлением предпринимательской деятельности» понимаются расходы, связанные с осуществлением любой предпринимательской деятельности заемщика, включая выплату заработной платы работникам заемщика, платежей по процентам и по основному долгу по кредитным договорам (соглашениям), за исключением выплаты дивидендов, выкупа собственных акций или долей в уставном капитале, осуществленияблаготворительности.
В течение первого полугодия заемщик освобождается от уплаты основного долга и процентов по кредиту. Во втором полугодии это можно будет делать равными долями ежемесячно. Оформить кредит можно будет с 9 марта по 1 июля 2021 года на срок до 12 месяцев. Размер кредита будет зависеть от количества работающих в организации сотрудников, при этом максимальная сумма кредита обозначена суммой 500 млн руб. Главным условием программы является сохранение не менее 90% рабочих мест в период действия кредитного договора.

Принять участие в программе смогут как небольшие, так и крупные компании из наименее восстановившихся отраслей, таких как гостиничный и ресторанный бизнес, сферы культуры, туризма, спорта и развлечений.
Банки смогут предоставлять указанные кредиты бизнесу под поручительство государства в лице «ВЭБ.РФ»: выделенные Правительством РФ деньги направят на возмещение банкам разницы между льготной процентной ставкой и рыночной, а также на погашение задолженности заемщиков за первое полугодие.
