Правительство РФ установило порядок информирования граждан о правах на получение мер социальной защиты, социальных услуг и государственной соцпомощи, иных социальных гарантий и выплат, а также об условиях их назначения и предоставления (постановление Правительства РФ от 3 декабря 2020 г. № 1994).
Информирование будет осуществляться в автоматизированном режиме на основании жизненного события, которое дает возможность получить соответствующие льготы и пособия. «Никаких дополнительных обращений и заявлений писать не нужно. Теперь не придется разбираться в существующих мерах поддержки и искать то, что подходит под конкретную жизненную ситуацию. Это и есть проактивная система социальной поддержки – простая и удобная для людей, при которой получение государственных услуг не займет много времени», – прокомментировал принятое решения премьер-министр Михаил Мишустин.
Для этого гражданин в целях его информирования должен предварительно дать согласие на получение указанной персонифицированной информации и об условиях назначения и предоставления мер соцзащиты, представить необходимые сведения путем заполнения анкеты в личном кабинете на портале госуслуг (в случае их отсутствия в системе соцобеспечения), сообщить о предпочтительном способе информирования. Также он может обращаться к участникам информирования (ПФР, ФСС России, организации МСЭ и соцзащиты, Роструд и МФЦ).
Определены способы информирования граждан:
с использованием личного кабинета гражданина на портале госуслуг; с использованием единого телефонного номера для информирования; с использованием текстовых сообщений в Интернете; при личном посещении гражданином органов госвласти, органов местного самоуправления, организаций соцзащиты, МСЭ и МФЦ.
При этом гражданин вправе самостоятельно выбрать способ информирования или отказаться от него в личном кабинете на едином портале, с помощью единого телефонного номера, при личном посещении гражданином организаций. Идентификация гражданина осуществляяется при обработке запроса по СНИЛС в совокупности с информацией о Ф. И. О. При идентификации по телефону используется секретный код, возможно потребуется назвать данные паспорта и СНИЛС (при несовпадении кода). При личном посещении гражданами организаций нужно будет предъявить паспорт и СНИЛС.
Предусмотрены даты, до которых можно будет представить все необходимые сведения, при личном приеме, в частности, с 1 января 2022 года – при личном посещении ПФР (его территориальных органов), помимо возможности получения информации через личный кабинет на портале госуслуг.

Утверждены функции каждого из ведомств по организации информирования граждан. Например, Минтруд России осуществляет мониторинг обработки обращений граждан Рострудом, учрежениями МСЭ, ПФР и ФСС России и утверждает по согласованию иными органами власти порядок взаимодействия участников и предоставлении соответствующей информации. Ведомства должны обеспечить рассмотрение обращения гражданина и предоставить ему полную и достоверную информацию о возникновении у него прав на получение мер социальной защиты в связи с наступлением жизненного события и об условиях назначения и предоставления мер соцзащиты, а также обеспечить корректность соответствия предоставляемых мер соцзащиты жизненному событию и контролировать обработку обращений граждан, в том числе в подведомственных организациях.
