В основу системы гарантирования положены те же принципы, что и при системе страхования депозитов и пенсионных накоплений. Помимо договоров страхования жизни гарантироваться будут и другие виды личного страхования, которые осуществляют страховщики жизни. Об разработке соответствующих предложений сообщается1 на сайте регулятора.
Суть инициативы состоит в том, что при банкротстве страховщика его обязательства перед физлицом по договору страхования жизни в пределах 1,4 млн руб. будут исполнены за счет гарантийного фонда, который будет формироваться из взносов страховщиков. Кроме того, выплаты по смерти застрахованного лица гарантируются до 10 млн руб. Инвестиционный доход не гарантируется.
Администратором системы гарантирования предлагается определить государственную корпорацию «Агентство по страхованию вкладов». Ставка отчислений в фонд гарантирования за квартал будет равна 0,003125% от величины страховых резервов страховщика, а при недостаточности средств фонда в целях гарантийных выплат может увеличиться до 0,3%. Членство в фонде планируется сделать для всех страховщиков жизни обязательным.

Как отмечает Банк России, страхование жизни является востребованным продуктом. Согласно статистическим данным за 9 месяцев текущего года заключено более 3,6 млн договоров добровольного страхования жизни с премией почти 300 млрд руб., а по состоянию на конец III квартала 2020 года действовало почти 11 млн договоров.
Отмечается, что создание системы гарантирования сможет обеспечить сохранность вложений граждан, застраховавших свою жизнь, и повысит уровень доверия к страховым компаниям по формированию долгосрочных накоплений. Соответствующая инициатива Банк России будет обсуждена с заинтересованными министерствами, ведомствами и профессиональным сообществом.
