Президент РФ Владимир Путин принял решение ответить на ограничительные меры в отношении российских граждан и юрлиц, введенные Украиной. Отмечается, что характер этих действий недружественен и противоречит международному праву (Указ Президента РФ от 22 октября 2018 г. № 592 «О применении специальных экономических мер в связи с недружественными действиями Украины в отношении граждан и юридических лиц Российской Федерации»1).
В связи с этим Правительству РФ предстоит определить перечни конкретных физических и юридических лиц, в отношении которых будут применяться контрсанкции, а также суть последних. Уточняется, что указанные специальные экономические меры перестанут применяться по представлению кабмина в случае, если Украина отменит свои санкции. Указ вступил в силу со вчерашнего дня – дня подписания.
Напомним, что 4 июня текущего года был подписан федеральный закон, которым определены шесть возможных видов контрсанкций, в числе которых прекращение или приостановление международного сотрудничества, а также запрет или ограничение на импорт продукции и сырья из недружественных иностранных государств.
Отметим, что, по оценкам экспертов, санкции, введенные в отношении нашего государства, в большей степени негативно повлияли на банковские и другие финансовые организации, а также на инвестиционный климат. Вместе с тем сельскохозяйственным предприятиям они пошли даже на пользу. А по словам Президента ТПП РФ Сергея Катырина, в отдельных секторах экономики санкции и контрсанкции снизили конкуренцию и позволили российским предприятиям вести свою деятельность более широко.
