Об этом заявила1 заместитель Председателя Правительства РФ Татьяна Голикова на заседании Российской трехсторонней комиссии по регулированию социально-трудовых отношений, которое состоялось в пятницу. Предметом обсуждения были проект федерального бюджета и бюджетов ПФР, ФСС и ФФОМС на трехлетний период, а также план социально-экономического развития страны.
Татьяна Голикова отметила социальную направленность всех трех бюджетов. «В рамках федерального бюджета будет проиндексирован размер материнского капитала. В 2022 году в случае рождения (усыновления) первого ребенка он составит 503 237 руб., в 2024 году, исходя из того прогноза, который мы сегодня будем обсуждать, – 544 301 руб. В случае рождения второго и последующих детей размер материнского капитала в 2022 году составит 665 009 руб., в 2024 году – 719 274 руб.», – прокомментировала она. Всего на предоставление материнского капитала в рамках трехлетнего бюджета будет направлено 1,6 трлн руб.
В настоящее время размер маткапитала составляет 483 881,83 руб. на первого ребенка и 639 431,83 руб. на второго (Федеральный закон от 8 декабря 2020 г. № 385-ФЗ «О федеральном бюджете на 2021 год и на плановый период 2022 и 2023 годов»).

Татьяна Голикова рассказала также об иных социальных расходах, заложенных в проекты бюджетов:
ежемесячные выплаты семьям, имеющим детей в возрасте от трех до семи лет. В 2022-2024 годах расходы на эти цели составят около 960 млрд руб., ежегодно выплаты будут предоставляться почти 3 млн детей; субсидии регионам для оказания помощи малоимущим в рамках социального контракта (поиск работы, переобучение, ведение личного подсобного хозяйства и предпринимательской детальности). Предполагается, что в бюджете на эти цели на три года будет предусмотрено почти 79 млрд руб., социальным контрактом будет охвачено ежегодно по 900 тыс. граждан; пособие по безработице (почти 64 млрд руб. в 2022 году) и мероприятия по профессиональному обучению и дополнительному профессиональному образованию безработных и ищущих работу граждан (по 7,5 млрд руб. в год, для 125 тыс. россиян ежегодно); строительство к 2024 году 1300 новых школ (более 302 млрд руб.) и капитальный ремонт 4,5 тыс. уже существующих школ (200,6 млрд руб.); обеспечение 7,3 млн школьников младших классов (с 1-го по 4-й) горячим питанием; строительство 2,5 тыс. и капитальный ремонт 5,9 тыс. медицинских организаций, а также приобретение соответствующего оборудования и автотранспорта (215,7 млрд руб. на три года); мероприятия фонда «Круг добра» по обеспечению лечения детей, больных жизнеугрожающими заболеваниями (252 млрд руб. на трехлетний период) и т. д.
