Минфин России подготовил проект об особенностях реализации закона о федеральном бюджете на 2022 год и на плановый период 2023 и 2024 годов. Так, в частности, в нем прописывается требование о принятии не позднее 1 июня текущего финансового года решения об использовании бюджетных ассигнований на финансовое обеспечение реализации федеральных проектов, входящих в состав национальных проектов, зарезервированных в составе утвержденных бюджетных ассигнований1.
Также определяется предельный срок принятия бюджетных обязательств в отношении объемов на финансовое обеспечение реализации федеральных проектов, входящих в состав национальных проектов – не позднее 1 августа текущего финансового года.

Кроме того, устанавливаются и требования к типовой форме соглашения о предоставлении из федерального бюджета бюджету субъекта РФ иных межбюджетных трансфертов, имеющих целевое назначение. Прописываются и сроки принятия правовых актов Правительства РФ, утверждающих распределение межбюджетных трансфертов между субъектами РФ .
Определяются положения о периодичности предоставления отчетности, в том числе о достижении результатов предоставления субсидий и грантов в форме субсидий.
