Главный государственный санитарный врач России выпустила новые предписания в целях снижения рисков распространения новой коронавирусной инфекции в России в период сезонного подъема заболеваемости ОРВИ и гриппом (постановление Главного государственного санитарного врача Российской Федерации от 16 октября 2020 г. № 31)1. Постановление вступает в силу 28 октября 2020 года.
Документом предусматривается обязательное ношение гигиенических масок всем лицам, находящимся на территории России, для защиты органов дыхания в местах массового пребывания людей, в общественном транспорте, такси, на парковках, в лифтах. Как указывается на официальном сайте Роспотребнадзора, под местом массового пребывания людей понимается территория общего пользования поселения или городского округа, либо специально отведенная территория за их пределами, либо место общего пользования в здании, строении, сооружении, на ином объекте, на которых при определенных условиях может одновременно находиться более 50 человек (по аналогии права п. 6 ст. 3 Федерального закона от 6 марта 2006 г. № 35-ФЗ).

Помимо этого, предусмотрен ряд рекомендаций для руководителей субъектов РФ по принятию дополнительных мер, направленных на стабилизацию обстановки, связанной с распространением случаев заболевания коронавирусной инфекцией. Так, в частности, рекомендовано запретить юрлицам и предпринимателям, осуществляющим организацию зрелищно-развлекательных мероприятий, оказывающим услуги общественного питания, их проведение и оказание в период с 23.00 до 06.00 часов.
