Мэр Москвы Сергей Собянин в своем Указе от 25 сентября 2020 г. № 92-УМ рекомендовал столичным работодателям с 28 сентября перевести сотрудников или исполнителей по гражданско-правовым договорам на дистанционный режим работы. В первую очередь, такому переводу подлежат работники старше 65 лет и граждане с хроническими заболеваниями, перечень которых определен Департаментом здравоохранения г. Москвы.
В целом работодателям следует принять меры по минимизации очного присутствия работников на рабочих местах, установить численность подлежащих переводу на дистанционный режим работы и не подлежащих такому переводу для обеспечения непрерывности процесса функционирования организации.
Организациям предписано соблюдать требования по термометрии работников, проведению исследований на предмет наличия у работников новой коронавирусной инфекции и санитарные нормы, направленные на недопущение распространения вируса. Уполномоченным органам исполнительной власти города Москвы поручено усилить контроль за соблюдением работодателями указанных требований.
В связи со значительным увеличением числа выявленных случаев коронавирусной инфекции в Москве названным указом с 28 сентября возобновлены ограничительные меры для граждан старше 65 лет и имеющих хронические заболевания. Как отметил мэр в своем блоге, в связи с приближающимися холодами и ожидающимся ростом сезонных простудных заболеваний «по мнению врачей, наложение двух болезней: простуды и коронавируса, является очень опасным и может иметь тяжелые последствия».
Согласно указу с понедельника, 28 сентября, пожилым москвичам и гражданам, страдающими хроническими заболеваниями, не следует покидать место проживания (пребывания), в том числе жилые и садовые дома, за исключением случаев:
обращения за медпомощью или при прямой угрозе жизни и здоровью; следования к месту (от места) осуществления деятельности (в том числе работы), за исключением граждан, переведенных на дистанционный режим работы, находящихся в отпуске, в отношении которых оформлен листок нетрудоспособности; передвижения к ближайшему месту приобретения товаров, работ, услуг, в целях выгула домашних животных, выноса отходов до ближайшего места накопления отходов, прогулки и занятия физкультурой и спортом.
Указанные граждане вправе в установленном порядке оформить листок нетрудоспособности, если они работают.

Указом также продолжено действие ограничений в отношении проведения публичных мероприятий, массовых зрелищных и культурно-досуговых мероприятий с учетом установленных особенностей, работы кружков и секций программы «Московское долголетие», курения кальянов в ресторанах, барах, кафе и иных общественных местах.
Всем гражданам необходимо использовать СИЗ органов дыхания (маски, респираторы) и рук (перчатки) в случаях посещения магазинов и при нахождении в транспорте общего пользования, на вокзалах и в такси, а также придерживаться требования о социальной дистанции.
Соответствующие поправки внесены в Указ Мэра Москвы от 8 июня 2020 г. № 68-УМ «Об этапах снятия ограничений, установленных в связи с введением режима повышенной готовности».
