Михаил Мишустин утвердил правила предоставления участникам стройотрядов грантов на их обучение по основным программам профессионального обучения по профессиям рабочих, должностям служащих, необходимым для осуществления трудовой деятельности в составе таких отрядов. Соответствующее Постановление Правительства РФ от 9 июня 2021 года № 8761 опубликовано на его официальном сайте вчера.
Размер гранта будет определяться ежегодно исходя из количества обучающихся. Как сообщается в справке к Постановлению Правительства РФ, ожидается, что профподготовку будут проходить около 50 тыс. человек за год. Ответственным за предоставление грантов будет Минобрнауки России, который будет перечислять выделенные суммы молодежной общественной организации «Российские Студенческие Отряды» (далее – общественная организация), которая будет распределять полученные средства образовательным организациям в целях субсидирования обучения участников стройотрядов. Сведения о грантах должны в обязательном порядке быть размещены на едином портале бюджетной системы РФ. Перечисление гранта будет осуществляться на казначейский счет для осуществления и отражения операций с денежными средствами юридических лиц, не позднее второго рабочего дня после предоставления Минобрнауки России соответствующего распоряжения.

На предоставление грантов будет выделено:
в 2021 году – 49 млн руб.,в 2022 году – 710 млн руб.,в 2023 году – 759 млн руб.
Министерство будет предоставлять общественной организации выделенный грант на основании заключенного между ними соглашения о предоставлении гранта в информационной системе «Электронный бюджет». Такое соглашение, дополнительное соглашение к нему или соглашение о расторжении заключенного соглашения заключаются сторонами по типовой форме, утверждаемой Минфина России. Для заключения соглашения общественная организация должна будет предоставить министерству пакет документов, установленный в п. 9 правил, а также на первое число месяца, предшествующего его заключению, должна соответствовать следующим требованиям:
отсутствует задолженность по обязательным платежам; не является уже получателем гранта или иных средств из федерального бюджета; не находится в процессе реорганизации или ликвидации.
Соглашение должно будет включать ряд обязательных положений, в частности размер гранта, условие о предоставлении уполномоченному органу отчетов по затратам, запрет общественной организации использовать средства гранта в целях приобретения иностранной валюты. Соответствие общественной организации на установленную дату предусмотренным требованиям рассматривается Минобрнауки России в течение 10 рабочих дней с даты получения документов. Отказ в заключении соглашения может быть только при несоответствии общественной организации требованиям правил или установление факта недостоверности предоставленной информации.
