Документ определяет целевые ориентиры, задачи развития таможенной службы на ближайшие 10 лет (Распоряжение Правительства РФ от 23 мая 2020 г. № 1388-р размещено на сайте кабинета министров). Согласно Стратегии развития таможенной службы РФ до 2030 года (далее – Стратегия), которая рассчитана на двухэтапную реализацию, миссией ФТС России является содействие развитию международной торговли, росту товарооборота и несырьевого экспорта, обеспечение национальной безопасности, полноты и правомерности взимания таможенных платежей, достижение высокого качества таможенного администрирования, создание конкурентных преимуществ для законопослушных участников ВЭД.
Реализовывать Стратегию планируется, соблюдая следующие принципы:
долгосрочное стратегическое планирование с учетом мировых тенденций; планомерность и последовательность в развитии; предсказуемость и прозрачность фискальных и регулирующих условий; нацеленность на результат; оптимизация и совершенствование таможенного администрирования; автоматизация и информатизация сквозных бизнес-процессов деятельности таможенной службы на основе передовых технологий; клиентоориентированность и бесконтактность; обеспечение условий для формирования устойчивой модели добросовестного и законопослушного поведения субъектов внешнеэкономической деятельности; признание деяний, содержащих признаки преступлений и административных правонарушений в таможенной сфере, одной из угроз безопасности РФ.
Предполагается полномасштабная модернизация таможенной сферы, в первую очередь в сфере обеспечения таможенных операций в автоматическом режиме с использованием информационных технологий до 2024 года – до 50%, до 2030 года – до 100%. Помимо этого, доля отправлений международной интернет-торговли, в отношении которых подаются электронные декларации, через пять лет должна быть доведена до 20%, а впоследствии и до 80%.
Основные стратегические направления развития таможенной службы связаны также с совершенствования таможенного администрирования для ускорения и упрощения перемещения товаров через таможенную границу путем создания модели «интеллектуального» пункта пропуска, внедрения современных информационных технологий, связанных с прибытием (убытием) товаров, таможенным транзитом, в том числе с использованием машинного искусственного интеллекта. Совершенствование фискальной функции требуется для полноты взимания платежей, администрируемых таможенными органами, и своевременности их перечисления в бюджет, прозрачности совершения операций, снижения административной нагрузки и финансовых издержек как для бизнеса, так и для таможенных органов.

Планируется расширить функционал информационно-программных средств таможенных органов, системы внутриведомственного и межведомственного информационного взаимодействия для оптимизации производства по делам об административных правонарушениях и уголовным делам. Также расширится информационное взаимодействие с таможенными администрациями других стран на основе соглашений о сотрудничестве.
Как отметил премьер-министр РФ Михаил Мишустин, результатом реформы должно стать создание высокотехнологичной таможенной системы, которая поможет сделать продукцию российских компаний более конкурентоспособной, позволит бизнесу активнее расширять географию внешнеэкономических и инвестиционных связей.
