Председатель Правительства РФ Дмитрий Медведев подписал соответствующее распоряжение от 27 июня 2019 г. №1391-р. Документ сегодня опубликован на официальном сайте кабинета министров.
Так, решено провести в 2019 и 2020 годах Всероссийскую диспансеризацию взрослого населения Российской Федерации. Для этого высшим исполнительным органам госвласти субъектов РФ поручено организовать проведение профилактических медосмотров и диспансеризации определенных групп взрослого населения. Их проведение предусмотрено в тех медорганизациях, которые участвуют в реализации территориальных программ государственных гарантий бесплатного оказания гражданам медпомощи.
При этом для повышения охвата граждан профилактическими медосмотрами и диспансеризацией Минздраву, Минпросвещения, Минобрнауки, Минкомсвязи, Минспорту, Минтрансу и Минтруду России необходимо разместить информационные материалы и провести информационно-коммуникационную кампанию в целях популяризации профилактических медосмотров и диспансеризации. Соответствующие материалы должны появиться в т. ч. на телевидении, радио и в Интернете. Согласно документу1 контроль за проведением Всероссийской диспансеризации взрослого населения России будут осуществлять Росздравнадзор и ФФОМС России совместно с территориальными фондами и страховыми медицинскими организациями.

Напомним, диспансеризация представляет собой комплекс мероприятий, включающий в себя профилактический медицинский осмотр и дополнительные методы обследований, проводимых в целях оценки состояния здоровья (включая определение группы здоровья и группы диспансерного наблюдения) и осуществляемых в отношении определенных групп населения (ч. 4 ст. 46 Федерального закона от 21 ноября 2011 г. № 323-ФЗ «Об основах охраны здоровья граждан в Российской Федерации»). При этом с 1 января 2019 года Трудовой кодекс дополнен новой ст. 185.1, устанавливающей гарантии работникам при прохождении диспансеризации. Речь идет о праве работников на освобождение от работы на один рабочий день раз в три года для прохождения диспансеризации, для пенсионеров и лиц предпенсионного возраста (в течение пяти лет до наступления пенсионного возраста) – на два рабочих дня раз в год. За эти дни за сотрудником сохраняется место работы и средний заработок.
Как подчеркнула заместитель Председателя Правительства РФ Татьяна Голикова, в 2019 году профосмотры и диспансеризацию должны пройти 62 млн граждан (в 2018 году – 21 млн человек). «До подписания распоряжения, чтобы диспансеризация проходила полноценно, мы изменили (Министерство здравоохранения) порядок проведения профосмотров и диспансеризации. После 40 лет диспансеризация теперь должна быть ежегодной, в отличие от профосмотров, которые проводятся раз в три года», – отметила она.
