В ходе сегодняшнего заседания Госдумы президентский законопроект о совершенствовании конституционного регулирования вопросов организации публичной власти был поддержан депутатами единогласно: за принятие проекта отдано 432 голоса, проголосовавших против и воздержавшихся от голосования нет.
Напомним, поправки к главам 3-8 Конституции РФ принимаются в том же порядке, что и федеральные конституционные законы. Это значит, что законопроект должен быть одобрен не менее чем 2/3 депутатов Госдумы и как минимум 3/4 членов Совета Федерации, а после этого – органами законодательной власти не менее чем 2/3 субъектов РФ (ч. 2 ст. 108, ст. 136 Конституции РФ).
Как сообщил председатель Комитета Госдумы по государственному строительству и законодательству Павел Крашенинников, являющийся официальным представителем Президента РФ при рассмотрении законопроекта палатами Федерального Собрания, ко второму чтению проект будет скорректирован – созданная главой государства рабочая группа по подготовке предложений о внесении поправок в Конституцию РФ (Павел Крашенинников является ее сопредседателем) уже готовит проект изменений.
В частности, предполагается внести в текст проекта положения о процедуре проведения общероссийского голосования по принятию предлагаемых президентом изменений.
