Вчера на совещании с руководителями регионов Президент РФ Владимир Путин озвучил ряд налоговых мер поддержки бизнеса.
Ранее предприятия пострадавших отраслей уже получили возможность отсрочки налогов и страховых платежей на полгода, с последующим поэтапным в течение года гашением долга. Однако, Президент отметил, что простого переноса платежей на будущее недостаточно. В связи с этим он предложил полностью списать такие платежи за II квартал 2020 года (за исключением НДС). Такая мера поддержки будет распространяться на предпринимателей, организации малого и среднего бизнеса, осуществляющие свою деятельность в пострадавших отраслях, а также на социально ориентированные НКО.
Другая мера поддержки коснется самозанятых. Тем гражданам, кто в прошлом году зарегистрировался в качестве плательщика НПД (в 2019 году налог был введен на территории г. Москвы, Республики Татарстан, а также Московской и Калужской областей) вернут сумму налога, уплаченную ими в 2019 году в полном объеме.
Кроме того, всем самозанятым будет предоставлен «налоговый капитал» в размере одного МРОТ, за счет которого они смогут поводить налоговые платежи.

Еще одна мера поддержки предусмотрена для предпринимателей, которые заняты в наиболее пострадавших отраслях. В 2020 году им будет предоставлен налоговый вычет в размере одного МРОТ в отношении страховых взносов.
Также Президент рассказал еще об одной мере поддержки, направленной на поддержание занятости. Речь идет о специальной кредитной программе, которая должна заработать уже с 1 июня 2020 года. Воспользоваться ею смогут все предприятия в пострадавших отраслях, а также социально ориентированные НКО. Эти организации смогут рассчитывать на кредит в размере одного МРОТ на каждого сотрудника в месяц исходя из шести месяцев. Срок погашения кредита – 1 апреля 2021 года. Конечная ставка для получателей кредита будет льготной – 2%, остальное будет субсидироваться государством. Также государство будет выдавать гарантию на 85% кредита. Проценты не нужно будет уплачивать ежемесячно, они капитализируются. Но если предприятие по истечение срока кредита сохранит занятость на уровне 90% от нынешней штатной численности, то и сам кредит, и проценты по нему будут полностью списаны за счет государства. Если предприятие сможет сохранить занятость на уровне не ниже 80%, то спишется половина кредита и процентов по нему.
