Вчера, во время телеобращения Президент РФ сообщил о принятии дополнительных мер поддержки для семей с детьми (Указ Президента РФ от 11 мая 2020 г. № 317). Так, неработающие родителя получат минимальное пособие в двойном размере (6 751 руб.), те граждане РФ, у кого ребенок в возрасте до трех лет будут получать по 5 тыс. руб. ежемесячно с апреля по июнь, а все граждане, у кого есть дети в возрасте от 3 до 16 лет единовременно получат выплату в размере 10 тыс. руб. Правительство РФ разработало правила оказания такой материальной помощи (постановление Правительства РФ от 11 мая 2020 г. № 652).
Так, ежемесячная выплата в размере 5 тыс. руб. на каждого ребенка в возрасте до трех лет полагается не только семьям, которые имеют право на маткапитал, но и тем семьям, в которых первый ребенок был рожден (усыновлен) в период с 1 апреля 2017 г. по 1 января 2020 г. Выплачиваться она будет три месяца – с апреля по июнь 2020 года.
Другая выплата в размере 10 тыс. руб. является единовременной. На нее могут претендовать все россияне, проживающие на территории России. Выплачиваться она будет на каждого рожденного (усыновленного) ребенка в возрасте от 3 до 16 лет, имеющего российское гражданство, при условии достижения ребенком возраста 16 лет до 1 июля 2020 года. Выплата пособия будет осуществляться, начиная c 1 июня 2020 года.
Для того, чтобы получить такую выплату заявитель (или его представитель) должен направить заявление в территориальное отделение ПФР по месту жительства, месту пребывания или фактического проживания. Другой вариант подачи заявления – через портал Госуслуг.

Единовременная выплата может быть выплачена и опекуну ребенка в случае смерти матери, отца, объявления их умершими, лишения их родительских прав или в случае отмены усыновления ребенка. В этих случаях заявление подается непосредственно в территориальный орган ПФР либо в МФЦ.
Последний день приема заявлений – 30 сентября 2020 года. На рассмотрение заявления отводится не более пяти рабочих дней с даты регистрации заявления, а на осуществление выплаты – не более трех рабочих дней с даты принятия решения о выплате. Денежные средства будут перечислены на расчетный счет заявителя, указанный в заявлении, открытый в банке на территории страны.
