Согласно проекту соответствующего приказа Минтруда России работать почтальонами смогут граждане, достигшие возраста 18 лет, при наличии основного общего образования, а также краткосрочного обучения или инструктажа даже при отсутствии опыта работы1. В числе их предполагаемых необходимых умений:
работа с жалобами и возражениями клиентов; выполнение технологических операций, связанных с доставкой и приемом почтовых отправлений; установление и завершение контакта с клиентом.
Планируется, что обработкой почтовых отправлений будут заниматься операторы по обеспечению деятельности, операторы сортировочного центра и сортировщики. К ним предлагается установить такие же требования к образованию, возрасту и опыту работу, как и к почтальонам. А предоставлять услуги почтовой связи в соответствующем объекте, согласно документу, будут операторы связи и операторы по работе с клиентами, к которым будут предъявляться уже упомянутые требования, за исключением того, что при наличии среднего профессионального образования – программы подготовки квалифицированных рабочих (служащих) инструктаж им не понадобится.

Кроме того, предполагается, что управлять объектом почтовой связи будут начальники отделения почтовой связи, передвижного отделения почтовой связи или пункта такой связи. Для работы в указанных должностях нужно будет:
наличие среднего профессионального образования – программы подготовки специалистов среднего звена; опыт работы не менее одного года в отрасли связи или управленческий опыт в течение этого периода.
При этом им рекомендовано проходить дополнительное профессиональное образование – программы повышения квалификации не реже одного раза в пять лет, а для непрофильного образования – получить дополнительное профессиональное образование – программы профессиональной переподготовки по профилю деятельности.
