Подготовленным Минтрудом России проектом приказа предполагается, что исследованием внешних рынков для сбыта продукции организации будут заниматься специалисты и консультанты по внешнеэкономической деятельности (далее – ВЭД). Для работы в таких должностях согласно документу будет достаточно среднего профессионального образования – программы подготовки специалистов среднего звена даже без опыта практической работы и выполнения особых условий допуска к ней. Однако проектом профстандарта таким специалистам рекомендуется пройти дополнительное профессиональное образование – программу повышения квалификации в указанной сфере1.

Ожидается, что непосредственно осуществлять ВЭД будут старшие специалисты и консультанты, а также эксперты по ней. Для указанной категории специалистов планируется ввести более серьезные требования: высшее образование – бакалавриат или среднее профессиональное образование – программы подготовки специалистов среднего звена, а также опыт работы не менее двух лет в сфере ВЭД, при наличии среднего профессионального образования. Также им рекомендуется не реже одного раза в три года получать дополнительное профессиональное образование – программу повышения квалификации в этой сфер. Трудовыми функциями упомянутых специалистов могут стать: подготовка к заключению внешнеторгового контракта и его документарное сопровождение, а также организация транспортно-логистического обеспечения.
В соответствии с проектом профстандарта руководство ВЭД в организации будут осуществлять руководители cоответствующих подразделений, а также менеджеры по ней. Для работы в указанных должностях потребуется высшее образование – магистратура или специалитет, опыт работы не менее трех лет в этой сфере и не менее одного года управления персоналом. Кроме того, так же как и старшим специалистам по ВЭД, им будет рекомендовано не реже одного раза в три года получать дополнительное профессиональное образование.
